Publications of the Neuchâtel Initiative

The Neuchâtel Initiative (NI) is a group of representatives of bilateral and multilateral development agencies involved in agricultural development who work together for the exchange of experiences, joint reflection and the development of a common understanding on current issues around rural/agricultural advisory services. AGRIDEA engages in the Neuchâtel Initiative on behalf of SDC.

Between 1999 and now, the NI has produced a collection of joint publications, in whose production AGRIDEA was involved.

Common Framework for Supporting Pro-Poor Extension
Extension programming has throughout the world been frequently characterised as having a weak and vague commitment to poverty reduction. This is a reflection of extension’s internal priorities, structures and policies, as well as external factors, including the lack of commitment to or understanding of poverty reduction in ministries, lack of agricultural research of relevance to the poor, and the dominance of intermediary institutions (such as producer organisations) by better-off farmers. As such, the limited impact of extension on the lives of the poor is symptomatic of a broader failure to achieve inclusive rural development. This document charts entry points for pro-poor extension within an analysis of what policies are sound from the perspective of poverty reduction.

 

Demand-driven Agricultural Advisory Services
This booklet presents principles and pre-conditions for demand-driven advisory services. It also defines what “demand-driven” means, and finally provides a range of intervention mechanisms which strengthen demand as well as supply and, therefore, are helpful in advancing truly demand-driven services.

Common Framework on Market-Oriented Agricultural Advisory Services
This most recent publication by the Neuchatel Initiative provides guidance for a range of actors in how to more effectively and consistently promote market orientation in advisory services. It defines Market-Oriented Agricultural Advisory Services, presents key elements for ensuring that these services are pro-poor, and identifies policies and financing priorities for pro-poor market orientation.
